The dissertation explores the theoretical and methodological foundations of
strategic planning and forecasting for the political and legal development of Ukraine.
It comprehensively examines the theoretical underpinnings of strategic planning and
political forecasting, including the conceptual framework, principles, and the
interplay of key concepts. Additionally, it establishes a methodological foundation
for strategic planning and political forecasting related to the political and legal
development of the state. The study delves into the specifics of utilizing planning
and forecasting models and methods across various approaches. It analyzes the
historical evolution of strategic planning for the political and legal development of
Ukraine, investigating the challenges and impediments to its contemporary
implementation in the country. Furthermore, the international experience of strategic
planning is considered, and an analysis of its effectiveness when implemented in
Ukraine is conducted. The dissertation concludes by providing recommendations for
the establishment of a strategic planning system for the political and legal
development of Ukraine.

To establish the theoretical foundation of strategic planning, the study
meticulously examines the concepts of strategy and tactics, exploring their evolution
within the context of various socio-political sciences and modern approaches to
understanding. It delves into the analysis of the differences and relationships
between strategy and tactics, emphasizing their connection to the planning and
determination of tools for achieving specific goals. While tactics are not
acknowledged as an entirely independent unit within the strategic planning process,
they are recognized as integral components of strategy, facilitating the consistent
attainment of objectives. The concept of strategic planning, encompassing both
strategy and tactics, is explored in the context of various approaches and schools. It
is emphasized that strategic planning is a broader concept than state strategic
planning. However, it is essential to note that the strategic planning of the political
and legal development of the state encompasses the realms of state planning.
Additionally, strategic planning can be viewed as part of a comprehensive strategic
management practice that aligns the planning process with direct implementation.
To investigate the relationship between strategic planning and different contexts of
political and legal development, the study considers the concepts of state planning,
state strategy, and strategic management. It analyzes the principles guiding the
process of strategic planning for political and legal development, along with the
specificities inherent in this process.
Notably, the text introduces, for the first time, a definition of the concept of
political and legal development, characterizing it as the process of forming or
improving the political and legal system of the state through the utilization of a
cohesive and mutually coordinated set of political and legal means and instruments.
In this work, the theoretical foundation for political forecasting, as a crucial
stage in the strategic planning of political and legal development, is established, and
the relationship between political forecasting and political analysis is explored.
Despite being distinct and treated as separate branches of scientific knowledge, the
political forecasting process is deemed impossible without prior analysis. It is

imperative to strive for coherence in both strategic planning and political
forecasting.
For the first time, a comprehensive methodological framework has been
developed for strategic planning and political forecasting, with the latter identified
as a key stage, in the context of the political and legal development of the state. This
methodology can be practically applied to the strategic planning of the political and
legal development of Ukraine. The selection of specific technologies, tools, and
methods for strategic planning hinges on the identification of a relevant approach to
implementation.
The work examines various typologies of approaches to strategic planning,
and the development of a strategic plan is characterized by specific details and the
presence of distinct stages based on the chosen approach. Additionally, different
levels of organizational strategies are defined, enabling the planning of the political
and legal development of the state for various elements within the system of state
authorities or other organizations. Moreover, during the implementation of strategic
planning, it is crucial to consider the criteria and limitations that impact the
effectiveness of this process.
The work proposes specific methods for the strategic planning of the political
and legal development of the state.
