PhD Thesis for the degree of Doctor of Philosophy in the specialty 051 – "Economics." – Educational and Scientific Institute "Pryniprovsk State Academy of Civil Engeneering and Architecture" of the Ukrainian State University of Science and Technology, Dnipro, 2025.
The dissertation is a completed scientific research in the field of economics, in which a solution is provided for a relevant theoretical, methodological, and scientific-practical task regarding the determination of the conceptual foundations for building a green transformation strategy for Ukraine's economy as a future EU member and the development of practical approaches to the methodology for assessing the initial conditions for developing such a strategy. The work also covers methods for analyzing the level of green economic growth, principles for substantiating strategic tasks, and priority areas for implementing the corresponding state economic policy in order to achieve the strategic goals of the European Green Deal and the successful development of Ukraine's green economy in the context of European integration.
The introduction outlines the relevance of the topic, the goal and objectives of the research, the scientific novelty, practical significance of the obtained results, the author’s personal contribution, and the approval of the research results.
The first chapter clarifies the theoretical and conceptual foundations of green economy development within a unified European economic space. The evolution of theoretical approaches to the formation and development of the green economy is examined, and three stages of the genesis of the theoretical framework of the green economy concept are identified.
In the second chapter, an assessment of the green imperative for the development of Ukraine's economy in the context of its future EU membership is carried out. A conceptual framework for evaluating the level of Ukraine’s green transformation within the context of European integration is developed. A comparative analysis of three systems for measuring quantitative and qualitative indicators of green economic growth and the formation of a green economy is conducted: adjusted indicators of economic performance, indicator panels, and composite indices. Based on this, a comprehensive system of measurement is substantiated for: analyzing the position of EU countries and Ukraine based on the achievement of sustainable development goals (SDGs) and assessing country-specific features of the state of the green economy and the level of green growth.
In the third chapter, the main structural elements of the strategy for green transformation of Ukraine's economy are defined. Strategic tasks and directions for the green transformation of Ukraine’s economy as a future EU member are substantiated using the SWОT analysis tool. The identification of the strengths and weaknesses in the formation of the green economy, as well as the opportunities and threats to its green transformation, allowed for the identification of four groups of strategic tasks for Ukraine’s green transformation, formed in the "intersection" fields of the SWOT matrix quadrants: "strengths – opportunities", "strengths – threats", "weaknesses – opportunities", and "weaknesses – threats".
