This dissertation is a comprehensive study of the peculiarities of the status of the National Police of Ukraine in the context of its functions as a manager of budgetary funds. A thorough analysis of the theoretical and legal foundations of the formation and development of the institution of budget funds managers, their classification, and their role in budgetary legal relations has been conducted. The place of the National Police in the system of state finance management, its interaction with other subjects of the budget process, and the normative-legal regulation of the corresponding activity have been determined. The financial-legal status of budget funds managers, their main functions, and the peculiarities of exercising financial powers in the budget process have been characterized. The current state of scientific research on the legal nature of budget funds managers, their classification, and their place in the system of budgetary legal relations has been examined.
