The thesis for obtaining a scientific degree of Doctor of Philosophy in speciality 081 Law. National Academy of Internal Affairs. Kyiv, 2025. The thesis formulates scientifically based provisions and recommendations for improving the administrative and legal framework for information and communication support for the educational activities in Ukraine by studying the essence and specifics of the information society and its impact on the educational process. The concept of information and communication support for the educational activities as a component of public information policy in Ukraine is formed to include a set of resources and tools used to create, process, store and disseminate information, information and communication technologies in the educational activities to form a systematic approach to improving the quality, accessibility and inclusiveness of education, establishing effective communication between different actors in the educational activities, and meeting the information and educational needs of society. The content of information and communication support for the educational activities as a component of public information policy in Ukraine is determined, including: – development and implementation of state requirements, standards and programmes in the field of informatisation and digitalisation of education; – provision of funding for the development of information and communication infrastructure of educational institutions; – training and professional development of teachers in the use of information and communication technologies; – creation of educational resources and content in digital format; – introduction of innovative teaching methods using information and communication technologies; – protection of the digital educational space. The system of actors in information and communication support for the educational activities in Ukraine is revealed. The trends of the current regulatory framework in the field of information and communication support of the educational activities in Ukraine are highlighted: 1) integration with European standards (development and implementation of electronic educational resources; access to online platforms and courses; use of digital technologies for assessing knowledge and skills; training of teachers to use ICT in the educational activities, etc); 2) digitalisation of education: 3) support for the use of open data and resources; 4) cyber security and personal data protection; 5) stimulation of innovations in the field of information and communication technologies in education; 6) professional development of teachers in the use of information and communication technologies; 7) involvement of the public in the development of information and communication technologies in education: 8) development of international cooperation.
