In the work a method of construction and verification of asymptotical expansions for eigenvalues and eigenfunctions of spectrum boundary-value problems for second- and higher-order elliptic equations with rapidly oscillating coefficients is presented. The algorithm follows on each approximation step the splitting or non-splitting of those eigenvalues which were multiple on previous step. For the case of domains with boundary it is shown how the presence of a boundary layer can be incorporated.
