The dissertation is a comprehensive study of problems referring to rights of usage of resort, health and recreation areas have been discussed. A comprehensive concept of " health and recreation fund" is introduced. The author studied the concept and contents of health and recreation fund area rights of usage, the mechanism of emergence and discontinuance of such rights, types of usage, list of subjects, peculiarities of implementation of user rights in different kinds of health and recreation fund areas.
