The thesis contains a complex research is organizational - legal of bases of control by complicated management systems, and also problems connected with security of their effective operation. In work are determined basic is scientific - methodological, theoretical, constitutional and is management - legal the approaches in study of processes of operation of complicated management systems, are selected their essence, the legal, political, economic, social and organizational factors are analyzed which call origin of negative appearances bureaucratic in control procedure. The author of the dissertation payes his special attention on connection of problems of scientific and legal security of perfecting of control by complicated management systems with problems of policy, theory and practice of state control, legislative of activity, creation in Ukraine of the legal, democratic state in conditions of market economy and security of conditions for effective development of institutes of state authority durin g made committed state legal and administrative reform.
