Object - a complex factor "power" - is the use of firegun and (or) special means and (or) measures of physical influence. The aim - is to investigate the essence, the reasons, legal proceedings and legal regime of the use of power by workers of internal affairs' bodies. Methods - are general scientific (dialectic, systematic analysis, structural-and-functional, historic) and special (comparatively-legal, statistic, document's analysis, experiment's marks). Novelty - is the first investigation of the complex factor "power". Theoretical meaning - the concept "power", algorithm, principles and process regime of its usage is formulated. Practical meaning - is the use in the sphere of initial and professional training of the workers who serve, the perfection of legislation on the power use problems. Implementation - is recommended for the use in training of the workers of internal affairs' bodies. Sphere of usage - is the training process, the activity of internal affairs' bodies in the conditions of power use in social order protection, straggle with criminality, realisation of security measures in prisons and places of preliminary imprisonment.
