S'omchenkov O. Organisation of short-term bank crediting of agricultural producers

Research subjects: agricultural enterprises of the Vinnitsa region. Research objectives: substantiation of proposals concerning the mechanism of short-term bank crediting of agricultural producers. Methods: dialectical, abstract-logical, statistical observance, monographs, constructive-calculated, comparative analysis, graphical, experimental. Theoretical and practical results: the role of short-term crediting in agricultural production has been established- this is of special importance during the period of its reformation; the optimal term to attract the credit resources has been set; the main conditions of broadening credit relations between commercial banks and agricultural enterprises are substantiated; the elements of working assets governing have been determined; methodology of agricultural enterprises solvency analysis has been amended; the necessity of privileged crediting of agricultural enterprises has been substantiated and the main principles of its organisation have been worked out; meth odology to analyse the efficiency of credit resources and other subjects of market's infrastructure has been determined in terms of credit relations development. Novelty of introduced: the main drawbacks of current short-term bank crediting mechanism have been revealed and taking into account commercial interest of banks and agricultural producers proposals how to eliminate them have been made; basic principals of credit policy as a constituent part of modern agricultural policy have been substantiated; directions of the state regulation of credit relations between agricultural producers and banks have been determined; credit relations between banks and agricultural producers have been systematised and the necessity of their application grounded; the necessity of rationing and determination of the current assets origins of agricultural producers under market economy conditions has been grounded. Implementation degree: results of the researches have been used by the Vinnitsa Regional Board of AC AIB "Ukraine", Department for agriculture and food of the Vinnitsa state regional administration and agricultural enterprises. Efficiency: will favour to stabilisation of financial condition of agricultural enterprises, improve efficiency of agricultural production and the level of credit support of the branch.
