The scientific work contains characteristics of the procedural modes constituting such proceeding and types of the administrative proceeding. There also alingment of the administrative proceeding and sphere of government is ascertained in the dissertation. Also the principles governing the administrative process is proposed in the work and particular principles among them as well.
