Object of research: system of retraining and qualification raising of managers and specialists. Purpose of research: perfection of management by training of managers and specialists in system of personnel management on basis of theoretic proof and practical recommendations development. Methods of research: system approach, methods of statistical, economic, comparative and mathematical analysis, interview and questionnaire. Results: conception of management of system of retraining and qualification raising of managers and specialist is developed; the directions of effective and optimal system of training of enterprise's personnel formation are determined; technique of efficiency of system of retraining and qualification raising of managers and specialists appraisal is theoretically grounded and developed; factors' classification, which define management efficiency of system of retraining and qualification raising of managers and specialists is suggested; the directions of improving of internal enterpri se mechanism of managers of all levels of the management hierarchy are determined. Novelty: developed conception of management of system of retraining and qualification raising of managers and specialists assists to efficiency rise of system of personnel management; algorithm of estimation of absolute annual increase, caused by change of managers' and specialists' quality, which have ran the retraining and qualification raising , and also estimation of general effect , gained on the enterprise as a result of use of labor of managers and specialist quality, which have ran the retraining and qualification raising ; groups of factors influencing the efficiency of system's management of retraining and qualification raising of managers and specialists are determined.
