Essay

The dissertation is devoted to issues how to reform local law enforcement bodies and to work out a prospective ones' model. Reform of law enforcement bodies is considered as a component of current administrative reform in Ukraine. Some social and economic preconditions of new local law enforcement body's form are outlined. Law enforcement bodies control system is characterized in connection with their competence and tasks in the dissertation. Special attention is paid to law base of the reform in connection with the local administrations' rights widening to direct and support financially the militia activity, realization of constitutional statements about priority of human rights and freedoms, separation of the state power to legislative, executive and juridical branches, including rising of pre-court investigation system. Conclusions about necessity of further development of a Ukrainian law "About Militia" and current normative base by means of which Ukrainian Ministry of Internal Affairs rules the lo w enforcement bodies' activity are done. Ways, forms and methods to organize realization of operative and special militia tasks under condition of the state bodies reform and rising of market relations in today Ukrainian society are determined.
