It is carried out a new approach to the calculation of the excited states radiative and autoionizative decay characteristics for complex atoms and multicharged ions on basis of quantum electrodynamical perturbation theory with construction at first of the gauge invariant one-quasi-particles representation. At first there are obtained quite exact data on energies and widths of autoionizative resonances for rare earth elements of Yb,Tm. There are studied the mechanisms of their decay. New method for calculation of electron bond energies in negative ions is developed. Calculations of the levels energies, oscillator strengths, ionization potentials for Na-,K-,Rb-,Cs-,Fr-,Ga-,Ar-like ions are carried out. A significant part of data is at first obtained and can be used in a wide number of important optical applications.
