For the decision of a major task - wide participation of Ukraine in international sea trading, it is necessary to research of the existing tendencies of functioning and modernization of presence tonnage of Ukrainian owners. As a result, the further development theoretical and methodical rules in the field of a substantiation and choice of methods of state protection to the national shipowners with the purpose of stabilization both strengthening of their financial position and creation of condition for revival of national fleet has been received.
