The system correlation of processes of market transformation, condition of the economy and foreign trade were taken into consideration, that gave the opportunity to substantiate the theoretical principles of the multilevel model of state regulation of economy and foreign trade. The approaches to protection of interests of the home manufacturers and state from destructive effect of the external factors on macro- and mezo- levels was concretely defined and the proposals on improvement of foreign trade policy were developed.
