Loshitsky M. Administrative-legal Relations in the Sphere of Public Order Guarding

Об'єкт дослідження - social relations in the sphere of administrative-legal regulation of public order guarding. Мета дослідження - overall systematical investigation of the concept of "public order", problems of public order guarding and its legal regulation, discovering their content and working out scientific and practical recomedations concerning improvement of the public order guarding state system. Методи дослідження та апаратура - a) scientific general (dialectical, systematic, logical and legal, formal logical); б) scietific particular (model-making, historical and legal, comparative and legal, systematic and functional, systematic and stractural); в) sociological (questionnairing); г) statistical (observation, summaries, grouping, analysis of indices).Теоретичні результати і новизна - the dissertation is the first overall monographic investigation of administrative-legal relations taking place in executive government bodies' activity in the sphere of guarding the public order in home legal literature. The concept and the place of police law in the legal system of Ukraine are under consideration in the dissertation, also the place and the role of the community in public order providing as well as police activity of executive government bodies are grounted. Практичні результати і новизна - basic provisions of the thesis could be used: a) during implementation of the Conception of Administrative Reform and the Conception of the Reformation of Administrative Law of Ukraine. That concerns the activity of executive government bodies in the sphere of public order guarding and improvement of administrative legislation; б) in an educational course "Administrative Law" and other special courses at legal educational establishments; в) in improving internal organisation work of law enforcement bodies in order to determine their cooperation with other state bodies and social organisations in public order providing; г) in further theoretical works in the sphere of public order guarding. Предмет і ступінь впровадження - the results of the investigation were reported at scientific practical conferetions as well as used while writing scietific and practical, documental, educational and methodological complex. Ефективність впровадження - conclusions and proposals have been positively estimated by the experts. Сфера використання - preventive activity of law enforcement bodies, law making, teaching.
