Object of the investigation: external economic links in the condition of their reform and integration of Ukraine and China into the world economy system, peculiarity of their development in the SEZ function system. Aim of the investigation: includes the elaboration of the theoretical propositions, methodical basis and practical recommendations about SEZ organization and forming organizational and economic conditions of attracting foreign investments into them. Methods of the investigation - method of all-around analysis and systematic approach, methods of investment management, of marketing, statistics. Results: consist of scientific ground, systematization and improvement of scientific and methodical basis of organizational and economic mechanisms of special economic zones function. Methodical recommendations, that are proposed in the work, allow to ground impartially the expediency of creating the organizational structures of special economic zones management at state and regional level, render real assistance in export potential development, in production and investment reviving, in creating new productions and working places. Newness: concept is formed, which grounds on the fact that creating SEZ doesn’t mean legal and administrative regime liberalization; it is proved, that the foundation of creating SEZ is settlement of the difference that , on the one hand, the State doesn’t take direct part in creating the structure with foreign and national capital, in creating favourable conditions for functions on the territory of SEZ, and on the other hand, the additional price tax is collected to the State budget; the expediency of taking down the legislative limits, which provides for the deduction of 2/3 of working tax rate during repatriation the profits by the investor is shown; the problems that demand urgent solution, and also the priorities of Ukraine in the field of external economic activities(EEA) development, that provide increase of its efficiency were determined; the experience of China in forming the open external economic politics were generalized; disadvantages of current organizational economic mechanisms of SEZ function were revealed; the recommendations in organizational economic mechanisms improvement of SEZ function were improved; the model of multilevel infrastructure complex was proposed; the recommendations in the development of organizational structures of management of SEZ were given; “Donetsk info-advertising agency in questions about special economic zones” was recommended to create in China. Subject and level of inculcation: scientific and methodical recommendations were inculcated on the territory of SEZ “Donetsk”, during the study at Donetsk State University.
