Zarzhytsky A. Legal aspects of regional ecological policy.

The dissertation defends new scientific statements and conclusions on legal aspects of regional ecological policy and substantiation of relationship between legal basis of ensurance of regional ecological policy and legal state mechanism of realization of regional ecological policy. A scientific approach to the legal nature of regional ecological policy as means directed to the ensurance of stable development is substantiated, the content and the structure of regional ecopolicy, main trends, means, aims and tasks on the basis of a certain region of Ukraine (on the example of Prydniprovsky region) are determined. Institutional and functional legal ensurance of regional ecological policy by the organs of general competence is shown. The author shows that the effectiveness of regional ecological policy depends directly on its legal ensurance by functional organs. The legal responsibility as means of realization of regional ecological policy is analyzed. The problems of perfection of legal basis of regional ecological policy are grounded and the conception project of regional ecological policy is proposed as a result of dissertational research.
