Dissertation is devoted to the theoretical understanding of the social causation and mechanisms of the educational reforms realization. The conceptional analysis of educational reform as a type of social technology is undertaken. Main social groups are analytically studied, which work in the educational reforms, their role in the process of reforming is determined. The structure and the way of realization of educational reforms at home practice is also studied and the main minuses in their realization are shown. The diagnostics of the results of current educational reform are undertaken under the criterias of social effectiveness
