Tsvigun D. Administrative Control of Law Enforcement Bodies in the Sphere of Public Order Guarding and Public Security

Об'єкт дослідження - The system of social relations in the sphere of administrative-supervising activity of militia as for public order and public security guarding. Мета дослідження - investigation of the theory and practice of administrative activity of law enforcement bodies (militia) as for its control powers realization, on this base forming of existing problems connected with legal and organizational points of control activity, their analysis and of working out concrete scientifically grounded recommendations concerning improvement of normative regulation and practical organization of this activity. Методи дослідження та апаратура - dialectical cognition of social processes and occurrences, functional and structural, statistical analysis, experts' valuation, sociological particular and traditional legal (theoretical and legal, historical and legal, comparative and legal etc). Теоретичні результати - the dissertation is the first special overall investigation of theoretical-legal and organizational-legal problems of legal status of an official serving in law enforcement bodies in Ukraine. A number of conceptions, theoretical theses and conclusions, practical recommendations as for current legislation improvement are grounded in the dissertation. Практична значимість is connected with first of all working out a number of recommendations and propositions as for improvement of legal regulation and organization of supervising activity of law enforcement bodies (militia) as for public order and public security guarding. Provisions of the thesis could be used during the process of renovation and working out of normative-legal acts, in the process of solution of normative-legal and organizational provision control activity of law enforcement bodies (militia). Theses, conclusions and recommendations could be used during further solving problems of control activity of law enforcement bodies (militia), as well as in educational process of higher judicial educational establishments in an educational course "Administrative Law". Наукова новизна одержаних результатів - there is a new point of view as for problem of administrative-supervising activity of militia grounded on modern economic, legal, political facts as well as deep analysis of scientific knowledge about administrative control and its practical usage was done. The results of the investigation can in some way fill in blanks as for scientific theoretical and practical points concerning improvement of effectiveness of administrative-supervising activity of law enforcement bodies. A number of new theoretical conceptions and practically important theses are proposed in the dissertation. Предмет і ступінь впровадження - the results of the investigation were reported at scientific practical conferences as well as used while working out scientific and methodological recommendations. Ефективність впроваджeння - conclusions and proposals have been positively estimated by the experts. Сфера використання - preventive activity of law enforcement bodies, law making,teaching.
