Essay

The dissertation is devoted to the research of the basic functions of the representative organs of the local government in Ukraine, the mechanism of the execution of functions by the organs of the local self-government is elaborated, the main directions of development and improvement of the mechanism of the execution of functions by the organs of the local self-government of all levels are proposed. The functions of the representative organs of the local self-government are determined as basic, it means the most common and permanent directions and kinds of the municipal activity, which express the will and interests of the corresponding territorial communities and provide with the solution of matters of the local meaning with an optimum combination of interests of the whole state with interests of the certain territory. The classification of functions of the organs of the local self-government is done according to the following basic criteria: objects, subjects, technology of their functioning. The peculiarities of functions of the representative organs of the local self-government are researched and their difference from the functions of the organs of the state executive power. It is proved that the system of the organs of the local government, which represent the interests of the territorial communities, and the system of the organs of the state executive power, which provide the state governance at places, are different systems of the local power by the juridical nature, functions and authority. The notion of the mechanism of the execution of functions by the organs of the self-government has been clarified, the basic constituents of the mechanism have been analysed. There are definite propositions concerning the improvement of the legal, territorial, organizational, material and financial bases of this mechanism.
