The complex of theoretical and practical questions connected with the features of functioning of state committees in the system of executive authority bodies is investigated in the dissertation. The author gives a general characteristic of bodies of the executive authority, emphasizing that the purpose of their existence is the accomplishment of special kind of state activity -administration of government. Attention is paid to the fact that the administration of government realized by state committees, should have interbranch character, providing the uniform decision of natural problems in this or that sphere. The list of the characteristic signs of state committee is proposed in the work. It defines its place and role in the system and enables to differentiate it from other central bodies of the executive authority. The state of legal regulation of activity in state committees is also analyzed. It has enabled to make a number of conclusions and to prove the appropriate proposals concerning the theoryand practice of the activity of state committees and improvement of its legal regulation on the basis of the given research. Acting system of state committees, the way of their optimization has been suggested in the investigation. Special attention is paid to the existing legal status of state committee and practical recommendations for its improvement have been formulated.
