Object of research - public relations in the sphere of management, which appears in connection of presence of different categories of foreigners on the territory of Ukraine. The goal of research is based on the current legislation and practice of its implementation, conclusions and ideas of law science to research in complex administrative status of foreigners in Ukraine, overview theoretical problems connected with activities of the law enforcement agencies in fulfillment of the administrative status of foreigners and the means of its implementation as well as to develop scientific and practical recommendations and proposals concerning the above mentioned subject. Methods of research and techniques - scientifically dialectical method, logically-semantic method, systematically-structural method, comparing-legislation method, sociological method, statistical method, historically-legislation method etc. Theoretical results of the dissertation is the complex research of law status of foreigners, the wayof it implementation and the role of law enforcement agencies in it. Significance is defined by present problematic, research of new ideas and tendencies of relations development in the sphere of administrative-procedure and ways of legislation development. The provisions of present legislation are considered in this work, theoretical and practical material had been analyzed, concerning the theme of research. Practical significance of the dissertation is that by initiative and author's participation decisions and implementations in studying process of the faculty of administrative activities of internal affairs agencies of National Academy of Internal Affairs of Ukraine, scientific researches concerning the studying disciplines, where the legislation status of foreigners and persons without citizenship is discussed. Some proposals of the author were used during the preparations of "Conception of development of internal affairs agencies in XXI century" , "Conceptions about development of Ministry of Internal Affairs program "People and militia are partners". Subject - law norms, which regulate complex of law relations, which appears between state and foreigners in Ukraine; juristic nature, intelligibility and content of mechanism of implementation of foreigners law status, activity of internal affairs agencies in its provision. Degree of implementation - results of research were discussed during interfaculty seminar, they were reported during scientific-practical conferences, on their basis scientifically-methodical recommendations were made. Effect of implementation - conclusions and proposals received positive respond from specialists. Sphere of use - prophylactic activity of internal affairs agencies, legislation and studying processes.
