The dissertation developed an administrative-legal mechanism for the prevention of offenses in the field of construction based on a comprehensive scientific analysis of the doctrines of domestic scientists in the field of public administration, national legislation and law enforcement practice under martial law. The conceptual principles of such a mechanism are based on a system of coordinated administrative response measures proven by domestic and foreign practice with the development and implementation into the activities of control, supervisory, audit, and law enforcement bodies of a set of scientifically based regulatory, informational, analytical and technical tools aimed at monitoring the . identification and elimination of negative factors through the application of effective administrative and legal prevention measures and regulatory organizational and management decisions, including those of a departmental (interdepartmental) nature. The set of conclusions and recommendations determines a new direction in administrative law, which is important for ensuring economic security in the construction industry. The theoretical provisions regarding the understanding of the components of state policy in the field of construction are outlined, namely: coherence - the implementation of all measures should be coordinated with each other, forming a unified system; hierarchy - compliance with a clear «vertical», according to which the entire implementation process is carried out; systematicity – a full-fledged toolkit for decision-making, monitoring their implementation, adjusting plans, attracting the necessary resources and evaluating the measures taken. On this basis, a system of strategic elements for ensuring safety in the field of construction is proposed: a) construction industry - construction organization; b) regulatory mechanism (registration, licensing, control, supervision); c) formation of security in the market of construction services and institutional support; d) measures to prevent offenses in the construction sector (prevention and termination, administrative responsibility). The need to improve the structure of Art. 96, 96-1 and 188-42 of the Code of Criminal Procedure, considering the degree of public danger of administrative offenses in the field of construction and applying stricter penalties to the guilty person, at the same time taking into account the state of war and the Plan of measures for post-war reconstruction and development of Ukraine (2022 .), as well as the development and adoption of a new Code of Administrative Offenses (Misdemeanors) with highlighting offenses in the field of construction into a separate chapter. The parameters (scopes) and directions of implementation of the best global models of protection of the construction industry and foreign experience in the prevention of offenses in the field of construction were determined, in particular, it was recognized as promising to introduce into the domestic legal field and law enforcement practice of training programs for employees of control and audit and other supervisory bodies; development and implementation of methods of conducting administrative proceedings in the context of their analysis and generalization, as well as those methods aimed at studying the reasons (Spain, Germany, Norway, USA, Finland) and conditions that contribute to the commission of offenses (Belgium, Denmark, Canada, France).
