Кvітка Y. Prevention of Minors' Offence.

The objects of the research is the legal relations in sphere of the administrative- legal prophylactic of illegal activities among the minors. The purpose of the research is the complex studding of the minor's illegal behavior, social contradictions which influence on the development of minor's personality, analyses of different conceptual ways for research of the content of minor's administrative delinquency, as well as the development scientific proposals for organizational and administrative basis of law-enforcement agency in prophylactic of illegal activities among the minors. Methods of research and techniques - scientifically dialectical method, logically-semantic method, systematically-structural method, comparing-legislation method, sociological method, statistical method, historically-legislation method etc. Theoretical results of the dissertation - it is the first scientific research in Ukraine on the problem of functions and mechanisms of prophylactic of illegal activities among the minors were developed. The certain ways of solving existing problems were proposed as well as the proposals for improvement legal system, which regulate the activities of the law-enforcement agency The practical significance of the dissertation is that this research includes proposals , recommendations, conclusions which serve for the purpose of improvement of the prophylactic activities of administrative authorities among the minors as well as protection of their rights and interests. Subject - the activities of executive authorities , forms and methods of their activities for the for the purpose of prophylactic illegal activities among the minors, analyses of legal acts , which define the administrative- legal status of minors, statistic data , which show the level of delinquency among minors. Degree of implementation - results of research were discussed during interfaculty seminar, they were reported during scientific-practical conferences, on their basis scientifically-methodical recommendations were made. Effectof implementation - conclusions and proposals received positive respond from specialists. Sphere of use - prophylactic activity of internal affairs agencies, legislation and studying processes.
