Dissertation contains conception and system of economical & math models for rating evaluation and administration of university educational quality. Demonstrated expediency of determination of integrated index of rating evaluation of university educational services quality using multiplicative approach. Proposed the method of combination different groups and methods of expert evaluation for computation the weighting coefficient of every detail criteria in their system. This conception and algorithm are realized by computer program. The first, it's allowed calculating of rating evaluation of university educational services quality in dialog mode. The second, to know position (rating) separate university inter pares. Created the model of university rating administration. Using it is possible to increase rating evaluation and as result to improve rating with the aid of distribution and optimal using of different limited resources: labor, finance and so on. Considered a question of enhancing of reliabilityof right decision making related to licensing or accreditation of university by using of the range values of indexes of external examination.
