The Object is management by scientific research in state organizations and institutions. The goal is developing and theoretical grounding of ways and methodological facilities for improving of a scientific research planning mechanism in state organizations and institutions. The methods are system-activity analysis, systematic field covering, analysis of science disciplinary structure, separation of forms and modeling of development processes of scientific knowledge. Results and novelty are creating the new models, methods and technique for scientific research planning in state organizations and institutions, which are based on modelling of science disciplinary structure, set of possible scientific knowledge forms, processes of its creating and developing. The recommendations are developed concerning improvement of an appropriate planning mechanism in Ukraine. Application in scientific research planning in Ministry of ecology and natural resources of Ukraine, in state department - the Administration ofthe exclusion zone and the zone of absolute resettlement of MEA of Ukraine, in Ukrainian Academy of Public Administration, Office of the President of Ukraine.
