Kotov I. Improvement of mechanisms of public administration of sustainable development of territorial communities in crisis

The dissertation solved a topical scientific task, which consists in the scientific and theoretical substantiation of management mechanisms of implementation of public administration of sustainable development of territorial communities and the development of promising directions of their improvement in crisis. The dissertation study proposed a functional mechanism for improving public management of sustainable development of territorial communities in crisis conditions, which is relevant for several reasons: the presented mechanism offers approaches to overcoming crisis situations and promoting sustainable socio-economic development by improving regulatory, legal, organizational-institutional, financial-economic, informational, innovative and social aspects of public administration in this area; integration of modern data analysis and monitoring tools, as well as access to innovative solutions and technologies is an important step in improving public administration at this stage of Ukraine's development; the emphasis on increasing the level of education and the population's awareness of the essence of sustainable development meets the challenges of modern society and promotes the spread of these values. The dissertation outlines the ways of implementation of international public management with the development of territorial communities, and itself: green technologies and innovations (promotion of green technologies to change the in economical speeches and rational recovery of territorial resources); local initiatives and a huge fate (receiving communities before openly discussing and making a decision about the ongoing development of territorial communities); effective monitoring and evaluation (implementation of advanced monitoring and evaluation systems that allow one to analyze progress and adjust strategies in real time); regional cooperation (improving cooperation between different levels of government and territorial communities through the coordinated exchange of information and resources to resolve common problems) etc. A range of promising «smart technologies» has been developed to achieve efficient development of territorial communities in Ukraine, including: energy efficiency management systems (and the development of smart technologies for monitoring and optimizing the growth of trees three-energies in urban centers and living complexes); smart lighting (installation of «smart» lighting systems that regulate the brightness of the weather, the visibility of people and other factors); smart transport (the development of transport monitoring systems and smart parking solutions for changing traffic congestion and increasing mobility); smart inputs (development of input control systems, such as vicor sensors for monitoring the level of inputs and optimizing the processes of their collection and processing); smart hydrosecurity (improvement of «smart» water supply and water supply systems for the efficient use of water resources and prevention of accidents); smart rural government (the use of smart technologies in the agricultural sector for monitoring crop production, as well as for automation and optimization of agricultural production processes); smart health (promotion of telemedicine and medical Internet platforms to ensure access to medical services in remote and underserved areas); smart lighting (using electronic lighting platforms, remote lighting and interactive methods to increase lighting capacity and access to it) etc. Keywords: Public administration, decentralization, public administration mechanisms, sustainable development, territorial communities, crisis, sustainable development of territorial communities in crisis, smart technology.
