The dissertation conceptualized the theoretical and methodological foundations of the development of the state social security management system of Ukraine in the conditions of digital transformation and developed scientific and applied recommendations for improving the mechanisms of state social security management of Ukraine. In the introduction: the relevance of the scientific problem (topic) of the dissertation research is substantiated and the degree of its modern scientific development is outlined; the connection of work with scientific programs, plans, topics is reflected; the object, subject, purpose and task of the research are defined; the general research methodology is shown; the scientific novelty of the obtained results and the practical significance of the work, etc. are formulated. The first chapter analyzes the evolution of the theory of state management of social security. At the same time, special attention was paid to the research of the problems of social security and digital transformation in the publications of modern domestic and foreign scientists, which collectively made it possible to systematize the theoretical and methodological principles of the mechanisms of state management of social security in the conditions of digital transformation. The section also highlights the logic, methodology and features of forming the heuristic content of the dissertation research. The essence and features of modern concepts of public administration, oriented on values, technology of decision-making, focused on decentralization and reform of public administration, regional politics and local self-government, strengthening of the role of communication, organizational culture, social responsibility, formation of social security of the state and citizen are disclosed. In the second chapter, the scientific-categorical apparatus of the dissertation research is clarified, the value principles of state social security management in the conditions of digital transformation are outlined, modern legal principles of ensuring social security of Ukraine are systematized, and the state of the institutional component of social security state management of Ukraine is assessed. The utilitarian and humanistic approach to the value principles of social security is revealed. It has been proven that the value principles of the state management of social security in the conditions of digital transformations in Ukraine should consist in the purposeful formation of a new quality of life for citizens. This new quality involves the creation of conditions for the proper realization of the personal potential of each member of society by providing opportunities for productive employment and receiving income that corresponds to the importance of this work for society and is able to guarantee him a decent standard of living and satisfaction of physical and spiritual needs. In the third section, an analysis of foreign and international experience in improving social security through digitalization of state administration is carried out, in particular, the role of the information society is outlined as a prerequisite for the formation of modern digital technologies in social security and management mechanisms of a service-oriented state, and foreign trends in the introduction of social security based on digital technologies. The conducted analysis of the post-industrial (informational) society of the postmodern era made it possible to assert that the modern global world is becoming more and more changeable, and the main priorities of the citizen's social security are also changing, built on the general priorities of the social security of a person and awareness of the value of an individual and his social rights. The peculiarities of the European and Asian models of social security development in the conditions of the information society, which are primarily based on the approval of specific value orientations regarding industrialization, informatization, and social development, are revealed. In the fourth chapter, an analysis of the dominant factors in the development of mechanisms of state management of social security in the conditions of digital transformation is carried out; the prerequisites for the formation of a new media reality in Ukraine regarding the effectiveness of state social security management mechanisms are revealed; the essential signs and characteristics of the new media reality in their interpenetration and interconnection are clarified; trends and markers of its formation and factors affecting it were revealed; the trajectories of its development and activation of action on the behavior models of the state, society, and various economic entities are outlined. The fifth chapter analyzes current challenges, risks, and threats of the impact of digital transformation on social security.
