The Thesis is devoted to research of the legal regulation of the relations arising in the process of clearing settlements in the sphere of financial activity of the state and municipalities. The author comes to conclusion that clearing of the money demands is a method of the settlements of accounts. The count is the main feature of clearing as a method of settlements. The author suggested definition of financial legal clearing as a type of clearing used in the sphere of financial activity of the state and municipalities and laid out its special features. Classification of types of financial legal clearing was proposed. Particularities of legal regulation of some kinds of financial legal clearing were analyzed. The author formulated a number of amendments to the law governing clearing settlements in the sphere of financial activity of the state and municipalities.
