Kolisnichenko N. Interrelation of governmental regulation and mechanisms of self-organization in higher education management

The object is the higher education management system as the subsystem of public administration. The aim of research is the scientific grounds for the interrelation of governmental regulation and mechanisms of self-organization in the open systeof higher education; the development of theoretical and practical recommendations for optimization of branch management. The methods of research are general scientific methods of theoretical and empirical levels. The new approach lies in the description of specific character of interrelation of governmental regulation and mechanisms of self-organization in conditions of social transformation on state, regional and institutional levels. The main include the development of conceptual grounds for higher education management as the open system; the argumentation of necessity of essential renewal of functional content of higher education public administration; presentation of the model of rectors council of the region. All this thesis has been implemented into the program of teaching the module "Public Policy and Administration in Education". The field is public administration.
