Jatsenko A. “Customs tariff policy in a context of european vector of federating of Ukraine”

Object of research: a customs policy of Ukraine during transformation of economic relations between Ukraine and the countries of EU, and also countries - candidates on the introduction to EU. The purpose of dissertational work is a theoretical substantiation and development of practical offers concerning improvement of the mechanism of customs regulation in a context of participation of Ukraine in глобалізаційних and євроінтеграційних processes. Research receptions: methods of theoretical generalization, comparison, ordering, statistical methods of the analysis. Theoretical results: The basic directions of processes of globalization and integration in economy are determined; it is revealed preconditions of development of the international integration processes concerning economy of Ukraine; it is determined tendencies of becoming and development of relations of Ukraine and the European Union; it is opened forms of economic mutual relations of Ukraine from EU; it is revealed features of a customs policyof Ukraine and EU; criteria of expansion and a deepening of economic integration of Ukraine in EU are proved; is argued ways of a choice Ukraine European to a vector of integration; the basic directions of development of euro of regions with participation of Ukraine are proved; necessity of the introduction to the World Trade Organization as one their directions of integration of Ukraine and EU and estimations of efficiency of this process is determined. Practical results: theoretical positions and methodical approaches to construction of mechanisms of transformation of model of customs regulation Ministries of Economics and on Questions of the European Integration, the State Customs Service of Ukraine, Commercial and Industrial Chamber of Ukraine, Managements of the External Relations and Foreign Trade Activities of regional state administrations are developed in the dissertation can be used in economic - analytical and forecast to work of the ministries and departments of Ukraine which take part in formation of a customs and external economic policy of the state as a whole, first of all. Research can be interesting to science officers who specialize on the given direction of researches, and also teachers by development of corresponding sections of subject matters in higher educational institutions of an economic structure. Scientific novelty: for the first time substantiations of mechanisms of transformation of a customs policy of Ukraine in conditions of development of the European integration processes are carried out; existing theoretical positions concerning motives, conditions and scales of processes of globalization, regionalization and integration are investigated; it is proved and outlined priority developments of economic cooperation of Ukraine with the countries of EU and countries - candidates; on the basis of the analysis of development of foreign economic relations of Ukraine and EU outlined an attribute which determine character of model of bilateral economic relations; in a context of integrationof Ukraine to EU it is determined, that one of the basic stages of development of this process is reduction of customs regulation Ukraine conformity with the international trading rules by the introduction to the World Trade Organization; the estimation of influence expansion to the European Community to the east on foreign economic relations of Ukraine with countries - candidates owing to change in the specified countries of a customs mode in directions of reduction of tariff protection which can lead to to expansion of trade relations between the countries is determined. Degree of introduction: Separate positions and conclusions of research have been realized in practical activities of Donetsk Commercial and Industrial Chamber, Management of the External Relations and Foreign Trade Activities of Donetsk regional state administration, the “Mariupol metallurgical Combine Ilyicha”.
