Dissertation is dedicated to the management decisions effectiveness grounds system improvement issues with provision for the risk. The work displays risk factors as well as formulates the management decisions grounds problems in telecommunication industry, which influence their quality. On the basis of management decisions grounds effective state, the work reveals drawbacks of common used methods of management decisions comparative assessment which takes account of risk. The dissertation offers new criteria for comparative assessment of management decisions effectiveness versions, which take account of risk and allow to eliminate the drawbacks of effective approaches. It also quotes the improved methods of management decisions effectiveness taking into account risk, which gives an opportunity to optimize risk level in chosen actions version. The dissertation also lists developed algorithm and software for methods offered.
