Petouhov V. Organizational and legal aspects of administering practice, training and special courses with the supervision in the Ukrainian Interior Ministry bodies and units

The thesis is devoted to the research of the vital issues of improving the organizational and legal aspects to provide practice, training and special courses with the supervision in the Interior Ministry bodies and units. It discloses the matter of the conception practice as an integral part of the educational and training process carried out in the Interior Ministry educational institutions, training and special courses with the supervision as a form of the professional adaptation of the Interior Ministry Officers and Officials. It reveals the place and role of practice, training and special courses with the supervision in the system of professional preparation of the private and officers' corps serving in the Interior Ministry bodies, units and services in the field. It's defined that practice, training and special courses with the supervision in the Interior Ministry system are compulsory and important integral parts of the staff's professional training. On the one hand their essence consists in theformation of the system of personnel's abilities and skills in the sphere of defense, protection, ensuring freedoms and legal interests of the participants of the social relationships. On the other hand it promotes the staff's adaptation to the high quality duties and responsibilities. During the practice and training process the legal status of the bodies, units and services personnel represents a complex, integral category reflecting the relationships between the state, Interior Ministry bodies, units and officers' corps during their preparation to the effective implementation of the tasks in the sphere of defense, protection and ensuring rights, freedoms and legal interests of the social relationships participants. A number of theoretical and practical proposals are made. They are directed to improve the norm and legal aspects of the managerial activities in the field of practice, training, special courses with the supervision, to upgrade the effectiveness of the training programs.
