The object is process territorial-frequency planning (TFP) of cellular systems of a mobile radio communication (CSMR); the purpose is the development of new methods TFP CSMR, which provides planning these systems with the account probabilistic characteristics of signals and intrasystem noise, of path losses in radio lines, technical characteristics of CSMR, and also casual character of a flow of calls; the methods are simulation, methods of the theory of probabilities, mathematical statistics, radio physics; as a result the methodological basis of designing CSMR is created, the specialised program complex for the automated calculation of channel capacity CSMR is elaborated, the recommendations for practical use of methods of calculation of path losses are developed; the novelty is offered new probabilistic the description of signals and intrasystem noise, the new simulation of users access to a channel resource CSMR is developed, the criterion of efficiency of methods TFP is developed, the new method of location of base stations on territorial with use neural network is developed and the method of a correction of their site is proposed; the results are introduced into educational process; the branch is telecommunication
