Essay

The dissertation is all-inclusive research of the theoretical and practical issues of public relation technologies as the factor of political culture in the sphere of international relations; provided author's concept of the national PR-program for the forming of Ukrainian image on the international scene; correlation and interference of public relation technologies is described as a factor of political culture in the field of international relations, the function of public relation technologies is defined as the catalyst of foreign policy process under post-industrial conditions of development, taking into account international experience, the role and significance of governmental PR-program, for intergovernmental dialog, has been substantiated. The models and priorities of foreign policy communications, based on public relation technologies were described. Based on the comparative analysis the typical peculiarities of western public relation technologies in the international relations was discovered,the influence of PR-programs on the international and regional levels was shown, and also the differences of the PR-strategies for the countries of North America and Western Europe were defined. The main directions of the PR-policy of Ukraine in the international relations were also marked out and the principal decision on the necessity of development and acceptation of complex national PR-program with the purpose of using the newest imaging technologies for the state development were taken. There is provided the recommendations for the development and realization of foreign policy strategy and forming the image of Ukraine in the sphere of international informational relations.
