The thesis investigation is devoted to the problem of the contents of the financial legal relations and the legal relations of the state financial activity. The essencial and inessencial characteristics of the financial legal relations are analyzed the contents of these legal ties is given. The trends and essence of the state financial activity are revealed. The definition of the centralized and decentralized funds as the object of the financial legal relations is proposed. The propositions to the specific ehanges of the normative-legal acts, in particular, the variants of the Ukrainian Budget Code articles, providing the legal regime state funds functioning, are presented. The dissertation gives the well-grounded classification of the financial legal relations.
