The dissertation investigates attributes of corpus delicti, specified in the article 255 "Creation of the criminal organization". The work determines the conception "public safety", public safety as patrimonial object of this crime in new way; specific attributes of the criminal organization are determined and analyzed in a new fashion define, there discovered terms "creation", "management" of the criminal organization, "participation" in the criminal organization, "participation" in the crimes made by the criminal organization, " a meeting (gathering) " of the criminal organizations or organized groups representatives and "organization", "management ", "assistance" to a meeting (gathering).
