The dissertation is devoted to analysis of control introduction as an administrative procedure constituent. The characteristics of legal form of the control are described. The notion of control introduction and its place in an administrative procedure system are determined. Procedural stages of control and its methods of execution are revealed. The system of control activity principles is presented and their meaning is highlighted as well. Guarantees of the control introduction availability are analyzed. The significance of control in the system of enforcement means of public administration is revealed. The set of problems connected with legal regulation are described, and some propositions for the latter development are provided.
