In the dissertation the theoretical and practical recommendations to formation of strategy of development of telecommunication services in region are developed. The definition of concept strategy of development of telecommunication services in region as sets of the organizational, economic, technical decisions is formulated, on the basis of which the availability of services, competitiveness of networks and income for the operators of communication (connection) is provided. The economic principles of development of a telecommunication infrastructure, as bases of information of socio economic ability to live are formulated. The method of a substantiation of a choice of regions of priority ivestment of development of telecommunication infrastructure is offered.
