Boldirev S. Organizational-legal issues of local self-government in Ukraine

The thesis is devoted to the research of separate issues of the institute of local self-government its conception, its place and role in the system of civil society and legal state characteristic of territorial, legal, material and finicial bases of local self-government. The author has analysed the modern system of local self-government in Ukraine. And on this basis the author has determined the principles of building of this system, the interrelation of various subjects of local self-government and relations with other state bodies. As a result of the study of scientific works, legal acts and generalization of the materials of the practice of operation of the subjects of local self-government it has been investigated a complex of powers of these subjects, determined the problem issues of realization of these powers by the bodies and public officials of local self-government, and singled out the most important aspects of separation of powers between the subjects, mentioned above, and analysed the mechanism of responsibility before the territorial gromada and before the state, and before juridicial and physical persons. Some concepts have been formulated and new suggestions grounded in this thesis.
