Thesis is devoted to theoretical and practical problems of organization and fulfillment comparative and legal analysis of foreign countries' parliamentary procedure. Essence and meaning of parliamentary procedure, factors influencing the contents of parliamentary procedure are studied. Home and foreign experience, legal acts and existing in scientific literature outlooks on parliamentary procedure's functioning as in foreign countries as well as in Ukraine are generalized. The main theoretical models of parliamentary procedure are specified; their place and role in representative and legislative activity of modern parliaments are ascertained. Concrete propositions on the base of research results, theoretical and practical deduction as to normative and legal ground of parliamentary procedure's improvement, its effectiveness on the modern stage of representative and legislative parliaments' activity of foreign countries in general and in Ukraine in particular are introduced in this work.
