The study objects are the administrative lawful relations in the executive proceedings sphere concerning administrative offences. The aims of the work are: examining the theoretical matters of the executive proceedings in the administrative offences cases, the proposals and recommendations about improving the legal and organizational foundations of the law enforcement organs activity in the sphere of executive proceedings elaborating. The methodological basis of the study is the theory of the scientific knowledge of the social and legal phenomena It was applied, in the same time, common and special scientific methods and approaches, in particular, law comparative, system structural, law historical, law logical, social and others. The scientific novelty is in the new approach to the determination of the administrative offences executive proceedings place among the other proceedings. The practical importance of results are in possibility of theirs utilization in scientific, research, law making, educational and law enforcement spheres.
