Gubar S. Arise and development preliminary investigation organ's of Ukraine (1917-1960-th year's XX centuries)

Об'єкт дослідження - system of agencies in charge of preliminary investigation and pre-trial inquest in Ukraine in dynamics(changes) of their becoming and development in the term 1917-60 of year ХХ of century. Мета дослідження - formulation of a theoretical system of knowledge about building and further development of a system of bodies of pre-trial investigation on the basis of complex historical and legal analysis of its structural construction and functions, and also engineering scientifically - are proved of proposals concerning its reforming with the purpose of raise of efficacyy of investigation and warning of crimes in modern conditions. Методи дослідження - а) general scientific (system, системно-structural, historical-legal); б) specially - scientific (rather - legal, legallistic); в) sociological (interrogation, interviewing). Теоретичні результати і новизна - the theoretical and practical questions of formation of a system of bodies of pre-trial inquest and their structural changes concerning substantive provisions of the criminal procedure legislation of the different historical seasons are construed. Наукова новизна - is, that behind character and contents of the construed questions the dissertation is first in Ukraine by attempt at a monographic level to look after milestones of development of investigatory agencies in Ukraine during the continuous historical season. Практичні результати - conclusions, formulated in the dissertation, and the proposals will assist gradual reforming of a system of bodies of pre-trial inquest at Ukraine by structural and functional transformations. The findings of investigation can further be used for legislative, organizational, methodical, supply with information of activity of bodies state legislative and executive authority, law enforcement bodies, courts of justice and within the framework of vocational training of the practical workers of law-enforcement departments. Предмет і ступінь впровадження - the proposals of the author are used in educational process at teaching a course "History of the state and right of Ukraine" and "Urgent problems of pre-trial inquest in Ukraine", and also during study of a history of militia of Ukraine. Ефективність впровадження - the proposals of the author have received a positive assessment. Сфера використання - legislative process, research work, educational process. 7452
