Object - phenomenа of poverty in Ukraine from the point of view of financial methods of minimization of its social scale; objective - theoretical pases have been substantiated and practical recommendations have been worked out as for improvement of subsiding and crediting of the social transferts in order to minimize the level of poverty; methods - dialectical method and systematic approach, conceptual analisis, comparative method, normative-valuing method of positing goals and recommendations as for reaching them; results - the existing system of subsiding and crediting of the social transferts has been substancially analyzed, a set of proposals has been worked out, certain recommendations as for reducing the poverty and rationalization of social helps have been suggested; innovation-the definition of finances of a social sector has been given for the first time, total annual sum of the transferts per a conventional recepient has been hypothetically calculated; new approaches of solving the problem ofthe budget financing of the transferts have been suggested; is has been put into practice of Ministry of Finances and Ministry of Labour and Social Policy of Ukraine; sphere - is the budget system.
