The object of research is a complex of migration relations, which arise between the state and each citizens, foreigners, persons without citizenship, refuges, deporters, reporters in the field of state direction. The subject of research is theoretical and practical administrative and legal problems of becoming and further development of the state migration policy. The aim of research is to reveal becoming and development content of the state migration policy. The methods of research and techniques - scientifically dialectical method, logically-semantic method, systematically-structural method, comparing-legislation method, sociological method, statistical method, historically-legislation method etc. The theoretical results of the dissertation is the complex research of becoming and development the state migration policy in the field of administrative legislation, it fills up know ledge holes in the field of real becoming the state migration policy in Ukraine, appraises the level of migration policy, which is realized of the present evolution stage of Ukrainian society. Scientific novelty of receiving results is defined by present problematic, research of new ideas and tendencies of relation development in the sphere of migration and the ways of legislation improvement. The provisions of present legislation are considered in this work, theoretical and practical material had analyzed, concerning the theme research. It let look out large number of problems, which was disregard by scholars, but have a huge importance. Practical significance of the dissertations is that by initiative and author's participation decisions and implementations in studying process of the faculty of administrative activities of National Academy of Internal Affairs of Ukraine, scientific researches concerning the studying disciplines, where the becoming and development the state migration policy of Ukraine is discussed. Degrees of implementation - results of research were discussed during faculty seminar, they were reported during scientific-practical conferences, on their basis scientifically-methodical recommendations were made. Effect implementation - conclusions and proposals received positive respond from specialists. Sphere of use - legislation and studying processes.
