Essay

Genesis, essence both the main external and internal factors of constant expansion and reforming of systems of professional education in the advanced countries are investigated at the end of XX by the example of Finland. Evolution of models of reforms is analysed and high productivity of the democratic-legislative approach is proved. It has provided success of the Finnish reforms. It is offered to make use of experience of Finland in Ukraine.
