Essay

Object of research - process of formation of the strategy, adapted to external changes, of development of the personnel of the enterprise. The purpose of research - development of methodological situations directed on increase to efficiency use of the personnel, and also development of the methodical recommendations and toolkit of formation of strategy of management of development of human resources of the enterprise. Research receptions: by theoretical and methodological base of job the scientific jobs of the conducting domestic and foreign scientists in sphere of economic-mathematical modeling, sociology, psychology, management and strategic development of the personnel act. In the dissertation the methods of the system analysis, logic generalization, sociological interrogation, expert estimations, imitating modeling were used. The accounts behind offered models were spent with the help to a package Statistika and tabulared processor MS Excel. Theoretical result - developed in the dissertation conceptual, methodical, and also the economic-mathematical toolkit creates complete system of support acceptance of the decisions at formation of strategy management of development of the personnel. Methodical development, which are stated in the dissertations proved to a level of the practical offers and the completed scripts and permit to increase competitiveness and ability to live of the enterprise as a whole. Use of the offered development permits to define development of the enterprise in the strategic period and, on the basis of the developed models, to choose strategy of development of its human resources. Applied value - Practical value have the following results: model of planning of rational number of the personnel, algorithm of elimination of positive and negative disproportions in number of the personnel, model of motivation of the personnel on the basis of the coordination of interests, strategic programs for the appropriate strategy of development of the personnel. Scientific novelty: the mechanism of formation of strategy of management of development of the personnel of the enterprise is developed which is based on a complex взаимозависимых of adaptive mechanisms and models, which permits scientifically to increase efficiency of the accepted administrative decisions in conditions of non-stationary external environment; the algorithm of elimination of disproportions in number of the personnel is developed which is based on an estimation of human potential of the enterprise and requirements of external environment to the appropriate specialties, which acts by the tool of increase of quality of the vocational characteristics of human resources of the enterprise; the adaptive model of definition of rational number of the personnel is developed which based on the approach - marketing, industrial and financial, that permits to compare and корригировать internal opportunities of development of the enterprise and motivation of its personnel to needs of the market; The conceptual model of motivation of the personnel of the enterprise, which based on connection of interests of the separate worker and group, with which help raises a degree of a coordination and orientation of actions of human resources of the enterprise; classification of the purposes and tasks of management of human resources, which based on transformation of the economic attitudes and which permits to raise ability to live and competitiveness of the enterprise on the basis of change of priorities of its internal development; methodological aspects of formation of the mechanism of development of the personnel based on methods of imitating modeling, which permits to choose strategy of development of the personnel in the future, proceeding from behavior of the enterprise in the market and its internal opportunities.
