Melnik I. The Application of Administrative Compulsion's Means in Conditions of Legal State Establishment.

Object of research the real state of the public relations in sphere of application by militia of the remedies of administrative coercion acts. The purpose of research is, that on the basis of the analysis of theoretical bases, legal regulation and practical realization by militia of the administrative - compulsory remedies to improve the concept of administrative coercion, which is applied in law-enforcement activity of militia, and to define ways of improvement of this activity, and on the basis of the analysis of practice of application of the specified remedies to detect most efficient, which answer democratic demands. The method of research and equipment - общенаучный a dialectic, semantic, sociological, statistical, системно-structural, Historical-legal method etc. Theoretical results - dissertation is by complex research of efficiency of application of measures of administrative coercion by militia in conditions of development of a lawful state. The importance also is defined by modern statementof a problem, research of new ideas and tendencies of development of the relations in administrative - processual sphere and directions of improvement of the legislation. The practical importance of the dissertation is, that at direct participation of the author were developed and are introduced into educational process of faculty of administrative activity of National academy of internal businesses of Ukraine of a theme, which concern applications of measures of administrative coercion in activity of law-enforcement bodies on protection of the public order. Some offers are used at engineering " the Concepts of development of law-enforcement bodies in XXI century "; at creation of the program of the Ministry of internal businesses of Ukraine " the People and militia - associates ". The subject is constituted by(with) the remedies of administrative coercion, legislative and other normative documents, which regulate their applications by militia, foreign and domestic experience of application of administrativecoercion and his(its) results. A degree of introduction - the results of research were debated on a seminar, the developed scientific - methodical recommendations were reported at scientific - practical conferences, and also on their basis. Efficiency of introduction - conclusions and the offers have received a positive estimation of the experts. Sphere of use - practical activity polices, legislative and educational processes.
