Dissertation stipulates a complex approach to scientific working out of the problem of illegal production of narcotic drugs and psychotropic substances in order to provide effective averting and suppression of this phenomenon on early stages of its progress. There were made scientific excursus to the sources of the problem, analysis of the causes of existence of illegal drug production in the different regions of the planet on all of the stages of civilization progress. It was devoted much attention to scientific research of the problem, special concepts were specified, criminal and criminological descriptions of illegal production of narcotic drugs and psychotropic substances were given, proposals for the perfection of criminal and administrative legislation were made.
